Millions of EU citizens continue to call for stronger animal welfare legislation, including an end to cages and the killing of male chicks. These demands are clear, well documented, and consistently expressed across the EU.
The upcoming Livestock Strategy will be decisive in determining whether these commitments are translated into concrete legislative proposals or risk further delay or weakening.
As Commissioner for Agriculture and Food, you play a key role in shaping the ambition and scope of the forthcoming animal welfare revision, and the Strategy will directly influence the level of ambition of the legislative package expected later this year.
I therefore urge you to ensure that the Livestock Strategy includes a clear roadmap for the phase-out of cages across all species, a defined timeline to end the killing of male chicks, and a firm commitment to bringing forward strong and ambitious legislative proposals.
These expectations reflect long-standing citizen demands and previous EU commitments and should not be diluted or postponed any further.
Citizens have made their position clear. It is time for the EU to deliver.

I am writing to express deep concern over the continued delay in delivering on EU commitments regarding farm animal welfare.
EU citizens have been clear for years in demanding an end to cages, an end to the killing of male chicks, and meaningful animal welfare reform. Despite this, progress remains stalled while millions of animals continue to suffer every year within current systems.
This situation is no longer acceptable. The absence of concrete legislative action is increasingly seen as a failure to respond to democratic expectations and long-standing public concern.
I therefore urge you to take immediate responsibility and ensure that EU animal welfare legislation is delivered without further delay. This must include a clear ban on cages, an end to male chick killing, and a comprehensive and enforceable animal welfare reform package.
